Boost Or Starve
An MLFQ gives its top queue a 7 ms quantum. The machine is permanently saturated with short interactive jobs that never leave the top queue, so a long-running CPU-bound job gets exactly one top-queue quantum each time rule 5 boosts everybody back to the top, and then nothing until the next boost.
You need to guarantee that long job at least 5 percent of the CPU. What is the longest boost period that works?
